Current Regulation

7.1.3 If a driver is forced to stop on the track it is the driver's responsibility to place the car as far as possible off the travelled portion of the track to cause the least obstruction to other competitors and preferably on the side of the track least used by race traffic.

Proposed Regulation

Proposed:

7.1.3.1 When a driver has stopped on the track, or trackside, and is unable to continue, the driver shall obey any request or instructions from the corner marshal(s). Failure to comply may be subject to penalty(s).

Reason for Rule Change

When a driver is stopped on the track or trackside, the marshal(s) have a better understanding of whether the situation is dangerous (through communication with the Clerk and/or Safety team as well as their own experience) for the driver to remain in the car or for the driver to be relocated to a safer position.

This regulation will allow for an informed decision to be made and to remove any ambiguity as to the authority of Marshal(s) and other Officials.

In an incident last year, there was a car stopped in the runoff between T4 and T6, close to the wall. The driver got out in compliance to marshal's request and was relocated behind the wall with the marshals. Shortly after, a second car came into the runoff and stopped , slightly behind the existing car and to the left, effectively blocking the lane. Any further cars would need to go into the grass to avoid the second car. The marshals requested the second driver get out of the car; the driver refused, and remained sitting in the car for the remaining 8 or 10 minutes of the race. Clerk of the Course, safety chief and Steward discussed in Race Control, decided this was unsafe and had Marshal again request the driver get out of the car - driver again refused. Driver was fined for disobeying official but continues to disagree (very vocally and often). Driver states there is "no regulation to force him to get out of the car". This regulation will result in marshal's instructions to be followed and maintain safety on the track.

Regulation as Amended and Published

7.1.3 If a driver is forced to stop on the track it is the driver's responsibility to place the car as far as
possible off the travelled portion of the track to cause the least obstruction to other competitors
and preferably on the side of the track least used by race traffic. The driver shall obey any request
or instruction from the corner marshal(s).
