Reason for Rule Change

Currently there is only one FHR device (Simpson Hybrid) that is compatible with OEM three point harnesses. The commonly available FHR devices such as HANS, require at a minimum 5 point driver harnesses. The change is only intended to alert drivers to the full impact of using FHR devices.
